Public realm, permeability and connectivity

An inclusive, attractive public realm is vitally important in order to ensure that town centres can function effectively. This is especially true following changes to the retail environment, as provision of places where people can dwell and relax can add significant value and distinctiveness to town centres.

The public realm should be accessible for all, with a focus on inclusive design which enables easy and convenient use by all. This should include provision of safe and legible routes for more vulnerable pedestrians such as wheelchair users and people with cognitive, visual and/or hearing impairments. It could also include provision of playspaces and playable environments for children of all ages, and provision of public toilets and other facilities.

Linked to potential measures to promote sustainable transport modes, there may be opportunities for increased pedestrianisation within the town centre, to create a more walking and cycling friendly environment.

Improved permeability within the town centre ensures that walking and cycling is made as convenient as possible, by improving links and access within the centre. This is particularly the case when considering routes to and from key public transport nodes. Provision of new through routes as part of new development may provide additional opportunities to improve permeability.

Orpington Town Centre is a major town centre which attracts visitors from beyond the local area. Connections with areas outside the town centre are therefore an important consideration in order to ensure that the town centre can continue to function effectively. This is particularly the case for public transport connectivity.
